Requires the Director of Corrections and Director of Juvenile Justice to include statistics on incarcerated persons aged 18-21 in their annual reports to the Governor and General Assembly

Focuses specifically on young adults in Department of Corrections custody or those transferred to Department of Juvenile Justice facilities for the High School Diploma Program

Amends the Unified Code of Corrections by modifying Sections 3-2-2 and 3-2.5-61 and adding new Section 3-2-2.5
