Caps fees for electronic funds transfer services used by incarcerated individuals at 2% of the transfer amount or $15 per transaction, whichever is less

Prohibits the Department of Corrections and Department of Juvenile Justice from entering into or renewing vendor contracts that exceed these fee limits

Amends Section 3-4-3 of the Unified Code of Corrections governing funds and property of committed persons

Takes effect immediately upon becoming law
