Creates the Global Hospital Budget Authority as a division of the Department of Public Health, governed by a Board with power to establish prospective annual budgets for participating hospitals and payers.

Requires the Board to be formed within 90 days and meet at least quarterly, with members including state agency directors, participating payers, hospital representatives, consumer advocates, and health care experts serving 4-year terms.

Amends the Hospital Licensing Act to allow alternative staffing mechanisms for hospitals, including telemedicine coverage, affiliation agreements, and waivers for rural or critical access hospitals, if patient safety and continuity of care are maintained.

Permits employing entities to hire physicians to practice medicine in all branches if employment, privileging, and oversight requirements are met.

Establishes a Global Hospital Budget Fund and exempts the Authority from the Illinois Procurement Code, with Board employees excluded from State employment benefits including pensions.
