Creates a 6-year Prescribed Burn Liability Claims Pilot Program administered by the Illinois Department of Natural Resources to provide coverage for losses resulting from prescribed burns conducted by certified burn managers

Establishes a Prescribed Burn Liability Claims Fund funded through premiums, fees, gifts, grants, and legislative appropriations to pay eligible claims for property damage, personal injury, or death

Caps claim reimbursement at $1,000,000 per prescribed burn incident, with enrolled burn managers remaining liable for damages exceeding that cap

Requires claims to be submitted within 30 days of the burn completion or damage occurrence and verified by the Department or a third-party administrator

Limits State liability to the amount of money available in the Fund and authorizes the Department to contract with entities including the Department of Insurance to administer the program
