Amends the Illinois Procurement Code to allow State agencies to execute certain administrative actions on existing contracts without prior review by State purchasing officers or procurement compliance monitors.

Administrative actions exempt from prior review include minimum or prevailing wage adjustments, price adjustments based on Consumer Price Index or other contractual schedules, and product substitutions that do not affect pricing.

Removes the statutory requirement that State purchasing officers owe a fiduciary duty to the State.

Removes the statutory requirement that procurement compliance monitors owe a fiduciary duty to the State.

Applies to contracts that have already been entered into in accordance with the Illinois Procurement Code.
