Amends Section 5-5f of the Illinois Public Aid Code (305 ILCS 5/5-5f) to remove requirements related to hospital readmission reduction programs

Eliminates the Department of Healthcare and Family Services' obligation to establish benchmarks for measuring and aligning payments to reduce potentially preventable hospital readmissions, inpatient complications, and unnecessary emergency room visits

Removes the requirement to publish provider-specific historical readmission data and anticipated potentially preventable targets 60 days before program implementation

Strikes the mandate for the Department to adopt reimbursement policies that would reduce hospital expenditures by at least $40,000,000 by June 30, 2013 related to readmissions

Replaces subsection (d) of the existing law with "(Blank)" while leaving all other Medicaid service limitations and requirements in the section intact
