Amends the Board of Higher Education Act to require the Illinois Board of Higher Education to consider each public institution's unique student demographics and needs when approving or disapproving new units of instruction, research, or public service

Applies to all Illinois public university boards of trustees and the Illinois Community College Board when proposing new colleges, schools, divisions, institutes, departments, or campus branches

Adds student demographics as a required consideration alongside the existing requirement that decisions be consistent with statewide strategic plans for higher education
