Establishes anti-discrimination protections prohibiting institutions from penalizing students based on military service affiliation, and extends academic leave rights to spouses of servicemembers

Requires full reimbursement of tuition, fees, and institutional charges when students withdraw due to military service, with funds applied to future enrollment or refunded upon request

Grants the Attorney General enforcement authority through the ISERRA Advocate to investigate violations, with remedies including injunctive relief, compensatory damages, and reasonable attorney's fees
