Appropriates $51,047,500 total for local agriculture grants, with $43,000,000 from the Illinois State Toll Highway Authority Fund and $8,047,500 from the Metro Pier and Exposition Authority Trust Fund, effective July 1, 2026.

Allocates $3,200,000 to the Department of Agriculture for grants under the Illinois Local Food Infrastructure Grant Program.

Provides $25,000,000 to the Department of Agriculture for competitive grants to county and municipal governments and nonprofits for agricultural education, workforce development, farmers markets, local food programs, community gardens, and community events.

Directs $22,847,500 to the Department of Commerce and Economic Opportunity for capital improvement grants including road improvements on agricultural routes, farmers market facilities, agricultural showcase facilities, and rural energy, water, and broadband infrastructure.

Reserves 10% of programming and capital improvement funds specifically for Cook County and the collar counties (DuPage, Kane, Lake, McHenry, and Will).
