Amends the Public Safety Employee Benefits Act to align eligibility for health coverage and education benefits with the "line of duty" definition used in the Illinois Line of Duty Compensation Act, replacing the previous narrower criteria requiring response to emergencies, fresh pursuit, unlawful acts, or criminal investigations.

Removes the requirement that surviving spouses submit notarized affidavits or other notarized documentation attesting they have not remarried as a condition for receiving benefits under the Act.

Requires employers to pay full health insurance premiums for law enforcement officers, correctional officers, or firefighters who suffer catastrophic injury or are killed in the line of duty, covering the employee, spouse, and dependent children up to age 25 if still dependent or in school.

Provides educational benefits for children of officers killed in the line of duty, waiving tuition and fees at state-supported institutions for up to 120 credit hours until the child's 25th birthday.

Takes effect immediately upon becoming law.
