Creates the Illinois Appliance Standards Act, directing the Illinois Environmental Protection Agency to adopt minimum efficiency standards for designated products sold or installed in the state.

Covers 20 product categories including commercial kitchen equipment (dishwashers, fryers, ovens, steam cookers), plumbing fixtures (faucets, showerheads, toilets, urinals), computers and monitors, electric vehicle charging equipment, gas fireplaces, and portable electric spas.

Requires testing, certification, and labeling of covered products to verify compliance with efficiency standards, with provisions for the Agency to designate additional products.

Establishes enforcement mechanisms for the Act's requirements and grants the Environmental Protection Agency authority to adopt administrative rules for implementation.

Includes legislative findings that efficiency standards reduce energy and water waste, lower utility bills (particularly benefiting low-income families), decrease climate-changing emissions, and reduce the need for new infrastructure investments.
