Increases Illinois minimum wage incrementally from $15/hour (through June 2026) to $27/hour by January 1, 2032, with steps at $17 (July 2026), $19 (2028), $21 (2029), $23 (2030), and $25 (2031).

Beginning January 1, 2033, minimum wage will be adjusted annually based on increases in the Consumer Price Index.

Eliminates the lower minimum wage for workers under 18 years of age, requiring employers to pay all employees the full minimum wage starting July 1, 2026.

Ends the tip credit for employers on January 1, 2030, requiring tipped employees to receive the full minimum hourly wage without gratuity allowances.

Requires incarcerated individuals in work training programs, work assignments, and work release to be paid at least the state minimum wage, defining "work" as any task that would have been paid except for the person's status as a committed person.
