Amends the Substance Use Disorder Act to add gambling disorders alongside substance use disorders throughout the statute, recognizing both as serious public health problems requiring comprehensive prevention, intervention, and treatment services

Requires the Department of Human Services to collaborate with the State Board of Education on developing instructional resources for substance use and gambling disorder prevention and awareness for school districts

Authorizes DHS to fund programs for parents on healthy gaming and play habits, appropriate financial planning, and how to discuss gambling and substance use with children

Expands DHS's public education and training program on gambling disorders to include screening, crisis intervention, treatment, and suicide prevention efforts related to gambling issues

Permits DHS to award grants for local gambling prevention, recognition, and response projects, and to assist programs with acquiring prevention curriculums, training, healthcare resources, and regulatory navigation
