Expands the Statewide Interoperability Executive Committee (SIEC) to oversee governance and land mobile radio standards for Illinois' emergency communications system, with the Illinois State Police Director serving as chairman.

Requires the SIEC to establish statewide land mobile radio interoperability standards, public safety communications training and evaluation standards, and Integrated Public Alert and Warning System unification standards by July 1, 2027.

Specifies voting membership must include representatives from fire chiefs, fire protection districts, State Fire Marshal, police chiefs, sheriffs, Illinois State Police, IEMA, Public Health, Innovation and Technology, and Military Affairs, all appointed by the Governor.

Removes references to the STARCOM21 Oversight Committee and transfers its responsibilities to the restructured SIEC.

Effective July 1, 2026.
