Amends the Illinois Vehicle Code to allow multifunction school activity buses (MFSABs) to transport students to and from home or school bus stops when the driver holds a valid school bus permit.

Limits MFSAB use for home-to-school transportation to vehicles carrying 15 or fewer persons, including the driver.

Requires MFSABs used for home-to-school routes to meet special school bus safety requirements under Sections 12-801, 12-802(a), 12-803, and 12-805 of the Vehicle Code.

Modifies the definition of "school bus" to include MFSABs when operated by a driver with a valid school bus permit.
