Establishes the Joint Enlistment Enhancement Program (JEEP) to increase Illinois National Guard recruitment through peer-to-peer referrals and promote cooperation between the Army and Air National Guard components.

Authorizes the Department of Military Affairs to provide grants from the Military Affairs Trust Fund to current National Guard members who help recruit new soldiers or airmen.

Limits grant eligibility to National Guard members in good standing who are not assigned as official recruiters but serve as "JEEP lead generators" by supporting or facilitating enlistments.

Requires the State Treasurer to accept and deposit gifts, grants, transfers, and other funds from public or private sources into the Military Affairs Trust Fund.

Directs the Department of Military Affairs to establish eligibility criteria, grant conditions, and administrative requirements for the program through rulemaking.
