Establishes an annual appropriation of $0.50 per gallon of wine reported by Illinois wine manufacturers to fund the Illinois Grape Growers and Vintners Alliance.

Funding must be used for research on grape cultivation and winemaking, educational programs, marketing campaigns for Illinois wines, and operational expenses.

Requires the Department of Revenue to certify allocation amounts within 90 days of enactment for the first year and by March 31 annually thereafter.

Mandates the Illinois Grape Growers and Vintners Alliance submit annual reports to the Department of Agriculture detailing fund usage and measurable outcomes.

Establishes a 12-member Board of Directors with equal representation (3 members each) from four geographic regions: North, Central, South Central, and South.
