Extends the repeal date from January 1, 2027 to January 1, 2032 for seven professional licensing acts: Clinical Psychologist Licensing Act, Illinois Optometric Practice Act of 1987, Marriage and Family Therapy Licensing Act, Boxing and Full-contact Martial Arts Act, Massage Therapy Practice Act, Medical Practice Act of 1987, and Licensed Certified Professional Midwife Practice Act.

Amends the Clinical Psychologist Licensing Act to update provisions on written collaborative agreements, temporary practice authorization for out-of-state licensees, and disciplinary procedures, including adding "email address of record" requirements.

Makes technical and administrative changes across multiple licensing acts, including the Marriage and Family Therapy Licensing Act, Massage Therapy Practice Act, Medical Practice Act of 1987, Illinois Optometric Practice Act, Illinois Physical Therapy Act, and Sex Offender Evaluation and Treatment Provider Act.

Updates the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act regarding salon and shop ownership requirements, and amends the Electrologist Licensing Act concerning exemptions.

Takes effect immediately upon becoming law.
