Amends the Limited Health Service Organization Act to update definitions, including expanding "limited health service" to explicitly include mental health services and substance use disorder services alongside dental, vision, pharmaceutical, and podiatric care

Removes the $2,500 annual maximum benefit allowance cap for out-of-plan services that was previously required to be separate from in-plan service limits

Allows LHSOs that exceed the 20% quarterly spending limit on out-of-plan covered services to avoid compliance penalties if they meet minimum capital and surplus requirements applicable to life, accident, and health insurance companies under Section 13 of the Illinois Insurance Code

Updates the definition of "enrollee" to include dependents entitled to limited health services, and revises "limited health care plan" to include fixed prepaid payment arrangements in addition to per capita prepaid arrangements
