Amends Illinois Freedom of Information Act to formally define "business day" as Monday through Friday, excluding Saturdays, Sundays, and holidays listed in the Promissory Note and Bank Holiday Act.

For school districts, community colleges, and universities, "business day" also excludes winter break, spring break, and the day after Thanksgiving.

Changes the response deadline for commercial purpose FOIA requests from 21 "working days" to 21 "business days" to align with the new definition.
