Creates the Abortion Access Fund Grant Program administered by the Department of Public Health to award grants supporting abortion care services for uninsured or underinsured patients when federal funding is prohibited

Establishes the Abortion Access Fund as a special fund in the State treasury to finance the grant program

Requires health insurance issuers offering qualified health plans through the Illinois Health Benefits Exchange to report annually (beginning March 1, 2027) on separate allocation accounts for abortion services, including receipts, disbursements, claims paid, and balances dating back to plan year 2014

Mandates that when premiums collected for abortion services exceed claims paid for a plan year, insurers must transfer 90% of the excess plus accrued interest to the Abortion Access Fund by September 1 of the following year

Prohibits the Department of Public Health from disclosing identifying information about grant applicants, recipients, or healthcare practitioners providing abortion services under the program
