Requires all mandated categorical programs under the School Code and School Breakfast and Lunch Program Act to be funded at 100% of required levels without proration, beginning with Fiscal Year 2027.

Mandates the State Board of Education to annually report to the General Assembly by May 1 the appropriation levels needed to fully fund mandated categorical grants for the upcoming fiscal year.

Requires the State to increase annual new funding to fully fund the evidence-based funding formula beginning with Fiscal Year 2027, bringing all Tier 1 and Tier 2 school districts to 100% of their adequacy targets.

Prohibits any school district from receiving less than the amount determined under the evidence-based funding formula in any fiscal year.

Takes effect immediately upon becoming law.
