Licensed veterinarians may delegate rabies vaccine administration at animal shelters, animal control facilities, and government-authorized public health vaccination clinics to certified veterinary technicians or trained shelter vaccine administrators working under indirect supervision.

Supervising veterinarians must be physically present at the facility, establish written vaccination protocols, ensure proper vaccine storage and handling, verify personnel training, and retain professional responsibility for the vaccination program.

The delegation authority applies only to shelter and public health settings and does not extend to private veterinary practices, mobile private clinics, or for-profit entities.

The Department of Financial and Professional Regulation and Department of Agriculture must adopt rules establishing minimum training, documentation, and quality assurance requirements within 12 months of the effective date.

Effective January 1, 2027.
