IL HB5420

Creates the Alexander/Pulaski Medical District covering areas from the City of Cairo to north of the City of Pulaski in Alexander and Pulaski Counties, bounded by the Mississippi River, Ohio River, Interstate 57, and Modglin Road

Establishes a 15-member Commission with 12 appointed commissioners (3 each by the Governor, Mayor of Cairo, Alexander County Board Chairperson, and Pulaski County Board Chairperson) and 3 ex officio members from state agencies

Grants the Commission powers to acquire property through purchase, gift, or eminent domain, construct medical facilities, and accept grants and loans from federal, state, and local governments

Authorizes the District to attract and retain hospitals, clinics, research facilities, high-technology enterprises, and educational institutions related to healthcare and medical research

Prohibits the Commission from levying taxes and requires approval of a comprehensive master plan before acquiring property or undertaking construction projects
