Requires Illinois to prepare a 3-year Comprehensive Housing Plan (replacing the previous annual plan) consistent with fair housing provisions, with the plan to be delivered to the Governor and General Assembly by July 15, 2028 and every 3 years thereafter through July 1, 2038.

Expands the State Housing Task Force membership to include Directors and Secretaries of multiple state departments (Human Services, Transportation, Aging, Children and Family Services, Corrections, Commerce and Economic Opportunity, and others) while eliminating the separate Interagency Committee.

Identifies priority underserved populations including very low-income households (below 50% area median income, with emphasis on those below 30%), individuals with disabilities, survivors of gender-based violence, veterans, and youth aging out of foster care.

Requires the Task Force to adopt a mission statement by June 30, 2027, oversee plan implementation, and vote on research questions and affordable housing definitions aligned with state initiatives.

Prohibits the Illinois Housing Development Authority from directly or indirectly having a financial interest in Authority contracts.
