Requires all Illinois school boards and charter schools to adopt and implement wireless communication device policies by the 2027-2028 school year, prohibiting student use of cell phones, tablets, laptops, gaming devices, and smart watches during school time including instruction, recess, lunch, and passing periods.

Establishes mandatory exceptions allowing device use for students with medical needs documented by a physician, those with IEPs or 504 plans, English learners needing translation access, and student caregivers responsible for family members.

Prohibits enforcement of the policy through fees, fines, suspensions, expulsions, or involvement of school resource officers or law enforcement; schools must outline reasonable consequences for at least the first three violations.

Requires the State Board of Education to post a model policy template by September 1, 2026, and mandates school boards review their policies at least every three years with input from teachers' unions, administrators, and parents.

Grants schools and personnel immunity from liability for damage to stored devices when acting in good faith, and allows districts with existing restrictive policies to delay full compliance until the 2030-2031 school year.
