Creates a "habitual misdemeanant offender" classification for defendants with 2+ pending firearm-related misdemeanor charges or 4+ pending Class A misdemeanor charges

Requires offenses to have occurred sequentially (third after second, second after first) and all charges must be proved at trial for the designation to apply

Elevates sentencing for habitual misdemeanant offenders to Class 4 felony level with mandatory imprisonment of 1-3 years

Allows courts to deny pretrial release for defendants charged as habitual misdemeanant offenders

Counts offenses from the same transaction or committed at the same time as a single offense for purposes of this provision
