Amends the Emergency Medical Services (EMS) Systems Act to expand alternative rural staffing model eligibility for vehicle service providers serving populations of 10,000 or fewer inhabitants.

Adds part-time employees as an allowable staffing option alongside volunteers and paid-on-call workers for rural and semi-rural EMS providers.

Currently, the alternative rural staffing model only permits volunteers, paid-on-call staff, or a combination of both—part-time employees are excluded.

Takes effect immediately upon becoming law.
