Establishes the Hemp Products Commission as a division of the Illinois Liquor Control Commission, with authority to regulate hemp products similar to how the State Commission regulates alcoholic liquors.

Prohibits the sale, transfer, or delivery of hemp products to anyone under 21 years of age.

Creates a licensing framework including hemp products grower/cultivator licenses, processor/manufacturer licenses, distributor/wholesaler licenses, and adult-use hemp products retailer licenses.

Sets forth requirements for taxation, labeling, testing, advertising, recordkeeping, and social equity provisions for hemp cannabinoid products.

Effective January 1, 2027, with the Liquor Control Act of 1934 renamed to the Liquor and Hemp Products Control Act.
