Defines "CCR management unit" as any land area at facilities with coal combustion residual (CCR) surface impoundments where noncontainerized CCR accumulation is received, placed, or managed, excluding the impoundment itself.

Requires owners/operators of CCR surface impoundments to submit Facility Evaluation Reports (Parts 1 and 2) to the Illinois EPA by February 8, 2027.

Establishes permit requirements for CCR management units containing 1 ton or more of CCR, including closure alternatives analysis, financial assurance, and post-closure care requirements.

Imposes fees for CCR management units: $75,000 initial fee per unit by July 1, 2027; $25,000 annual fee for units not yet closed; and $15,000 annual fee for units that haven't completed post-closure care, beginning July 1, 2028.

Extends existing CCR surface impoundment regulations to CCR management units, including prohibitions on contaminant discharge, training requirements for contractors, and performance bond/security requirements for closure and remediation.
