Municipalities cannot prohibit factory-built single-family homes (modular, manufactured, panelized) that comply with national building safety codes and local architectural standards applicable to site-built homes in the same district.

State agencies must prepare housing cost impact statements before adopting any rules affecting single-family home construction, including dollar estimates of cost increases, construction time impacts, and effects on rural or low-income homebuyers; rules adopted without these statements are void.

State-level permitting, inspection, and plan review fees are waived for starter homes (1,600 sq. ft. or less), and all single-family home construction fees are frozen for 5 years.

Construction-related permits not approved or denied within 45 days are automatically deemed approved; agencies must repeal any rules exceeding national building codes within 18 months.

The Department of Commerce and Economic Opportunity must submit annual reports to the General Assembly on cost savings and compliance; the Act automatically repeals 5 years after taking effect.
