Bidders and contractors supplying firearms, ammunition, or firearm accessories to Illinois state agencies must certify under penalty of perjury that they do not sell unserialized gun build kits or firearm precursor parts, including ghost guns and unfinished frames or receivers.

Vendors must provide copies of all required licenses, ATF trace request data from the preceding 5 years, documentation of any thefts or losses, and the two most recent federal, state, or local compliance inspection reports.

Contractors must disclose written policies for preventing straw purchases and firearm trafficking, screening prohibited buyers, documenting theft or loss, employee training on firearms laws, and video surveillance systems.

State agencies must reject bids from vendors who fail to comply with these requirements and are prohibited from waiving the requirements or making emergency purchases of firearms, ammunition, or accessories.

The Office of the Attorney General will adopt rules to assess compliance and establish a prequalification process to preapprove potential bidders; the law takes effect immediately upon becoming law.
