Modifies the Illinois Veteran Grant program to base tuition and fee coverage on length of active duty service, ranging from 72 credit hours (60%) for 12-18 months of service up to 120 credit hours (100%) for 36+ months of service, replacing the previous flat 4-year enrollment equivalent.

Allows veterans to transfer their grant to a qualified dependent (spouse or child under 26) beginning with the 2027-2028 academic year, provided the veteran served at least 6 years of active duty plus 2 years of Reserve service.

Requires qualified dependents to be Illinois residents, meet institutional grade point requirements, and have earned a high school diploma or equivalency (or be at least 18 years old).

Prohibits individuals from receiving both the Illinois Veteran Grant and the MIA/POW Scholarship simultaneously.

Takes effect July 1, 2026.
