Illinois Community College Board required to establish an outcome-based Adult Workforce High School Diploma Program for adults who need 10 or fewer credits to graduate and are ineligible for traditional school reenrollment

Approved program providers must offer free services including academic assessments, transcript evaluations, remedial education, workforce credentials, employability skills certification, and all courses needed for diploma completion

Funding disbursed to providers based on student milestones: $275 per half-credit earned, $275 for employability certification, $275-$825 for workforce credentials (based on training hours), and $1,100 per diploma awarded

Providers must maintain at least 50% graduation rate (starting with second cohort) and average cost per graduate not exceeding $7,500; failure to meet standards results in probation and potential removal from program

Annual reporting required from providers to the Board by August 15, and from the Board to the Governor and General Assembly by December 1 each year; program expires June 30, 2030
