Authorizes the Chicago Park District to establish, maintain, and manage small public gardens throughout Chicago in collaboration with botanic gardens under the Forest Preserve Botanic Gardens Act

Requires each public garden to include native landscapes designed to protect butterfly populations that migrate through Chicago

Defines "Illinois native plants" as species growing in the state before European settlement, excluding exotic or noxious weeds regulated under state law

Defines "native landscape" as intentionally maintained areas composed mainly of Illinois native plants

Amends the Chicago Park District Act by adding Section 7.08a (Native butterfly garden)
