Creates the Health Care Worker Platform Act requiring electronic platforms, apps, or systems that connect health care workers with shift opportunities at health care facilities to register with the Illinois Department of Public Health before operating in the state.

Registration requires a $1,000 fee (for both initial and annual renewal), disclosure of shareholders with over 10% ownership, officers/directors/partners names, certificate of good standing, and articles of incorporation.

Platforms must maintain records showing each worker meets licensing, training, and continuing education standards; has passed criminal background and exclusion checks; and has completed annual physicals and CPR certification if providing direct patient services.

Platforms must carry at least $1,000,000 per incident and $3,000,000 aggregate in general or professional liability insurance, plus occupational accident insurance for workers.

Prohibits platforms from requiring noncompete agreements with workers, charging fees when workers accept direct employment at facilities, or restricting workers from simultaneously using other platforms or accepting facility employment.
