Requires the Department of Healthcare and Family Services to file proposed rules within 180 days of the Act's effective date establishing a written notification requirement for medical assistance applicants.

Written notice must inform applicants enrolled in Illinois health insurance marketplace plans that they may be required to repay all subsidies received if they are approved for and receive medical assistance while maintaining their marketplace coverage.

Amends the Medical Assistance Article of the Illinois Public Aid Code by adding Section 5-70.

Takes effect immediately upon becoming law.
