Requires the Illinois Commerce Commission to maintain a website beginning January 1, 2027, detailing all electric utility charges beyond basic delivery or supply charges

For charges remitted to the State, the website must display statutory authority, annual amounts collected, fund disposition, and detailed expenditure accounting

For charges retained by electric utilities, the website must show statutory authority, the purpose of the charge, annual collection amounts, and detailed expenditure records

Utility-retained charge disclosures must also explain how each expenditure furthers the approved purpose of that specific charge

Amends the Public Utilities Act by adding new Section 4-306 to increase transparency in utility billing practices
