Removes existing requirements for electric generating units (EGUs) and large greenhouse gas-emitting units that use natural gas or cogeneration technology to reduce CO2 equivalent and copollutant emissions to zero by specified deadlines

Deletes the phased emission reduction timeline for gas-fired units, which had required zero emissions by dates ranging from January 1, 2030 to January 1, 2045 depending on location and emission rates

Eliminates the 50% emission reduction requirements and operational limits (6 hours per day average) that were to apply to certain gas-fired units before their final deadlines

Retains existing deadlines for coal and oil-fired units, including the January 1, 2030 deadline for private coal/oil units and December 31, 2045 deadline for public coal units

Amends Section 9.15 of the Illinois Environmental Protection Act (415 ILCS 5/9.15) by replacing subsections (i), (j), (k), and (k-5) with "(Blank)" designations
