Amends the Illinois Environmental Protection Act to extend deadlines for reduced or zero carbon dioxide emissions by 10 years for electric generating units (EGUs) and large greenhouse gas-emitting units that use gas as fuel or cogeneration technology.

Gas-fired units in or near environmental justice communities with high NOx or SO2 emission rates must now achieve zero emissions by January 1, 2040 (previously 2030); those outside such communities by January 1, 2050 (previously 2040).

Gas-fired units with lower emission rates near environmental justice communities must reach zero emissions by January 1, 2045 (previously 2035), with 50% reduction required by 2040 (previously 2030).

Public gas-fired GHG-emitting units and cogeneration/combined heat and power units must achieve zero emissions by January 1, 2055 (previously 2045).

Deadlines for coal and oil-fired units remain unchanged, with non-public coal/oil units still required to reach zero emissions by January 1, 2030.
