Changes terminology in Illinois law from "electronic credential" to "mobile identification card" for digital versions of state IDs and driver's licenses

Prohibits law enforcement and other relying parties from taking physical possession of a person's mobile device when verifying identity through a mobile ID card

Amends both the Illinois Identification Card Act and the Illinois Vehicle Code to establish conforming provisions for mobile driver's licenses

Secretary of State authorized to issue mobile Illinois Identification Cards to Illinois residents in addition to standard physical cards
