Amends the Illinois Environmental Protection Act to add new definitions for "anaerobic digestion," "biogas," "digestate," "food waste," "organic material," and "organic waste," while updating existing definitions of "compost" and "composting"

Exempts composting and anaerobic digestion facilities for organic waste from pollution control facility classification if they meet specified siting, setback (200 feet from wells, 1/8 mile from residences), floodplain, and operational requirements

Establishes permitting requirements for organic waste composting operations and anaerobic digesters, with exemptions for small-scale operations and certain farm-based composting that meet volume limits (no more than 30,000 cubic yards of livestock waste at one time)

Exempts anaerobic digesters using only non-waste feedstock from solid waste permitting and clarifies that digestate returned to the economic mainstream is not regulated as waste

Requires the Environmental Protection Agency to recommend performance standards for organic waste compost facilities and testing procedures for end-product compost, with a Technical Advisory Committee including balanced stakeholder representation
