Amends the Illinois School Code to update terminology, changing "Teacher Certificate Fee Revolving Fund" to "Teacher Licensure Fee Revolving Fund," "foreign language" to "world language," "ethnic school" to "community-based heritage language school," and "epinephrine injector" to "epinephrine delivery system"

Removes the statutory requirement specifying particular departments within the State Board of Education, instead allowing the Board discretion to add, remove, or change departments and functions as deemed appropriate

Modifies the teacher supply and demand report schedule, requiring the next report by March 31, 2027, then every 3 years thereafter

Expands waiver and modification provisions to include executive directors of intermediate service centers as eligible applicants alongside school districts, joint agreements, and regional superintendents

Repeals the Community Service Education Act and makes conforming changes to the State Finance Act, Postsecondary and Workforce Readiness Act, and various public university governance Acts, effective immediately
