Establishes an 11-member Chemical Agent Review Board within the Department of Public Health to set science-based safety standards for pepper spray formulations, including a maximum capsaicinoid content of 1.3% by weight

Requires the Department to adopt rules within 180 days banning certain additives in pepper spray, including UV marking dyes, carcinogens, neurotoxins, and compounds that delay decontamination

Creates a private right of action for individuals injured by prohibited chemical agents, with enforcement authority also granted to the Attorney General and qualifying civil rights, immigrant rights, or public health organizations

Cites the Chicago Police Department's management of the 2024 Democratic National Convention without tear gas as evidence that lachrymatory agents are unnecessary for effective crowd control
