Establishes a PACE Advisory Board within the Department of Healthcare and Family Services to provide consultation on administration of the Program of All-Inclusive Care for the Elderly Act

The Director of Healthcare and Family Services appoints board members, including representatives from PACE providers, Department on Aging, Department of Human Services, general public, a PACE participant or guardian, and elderly advocacy organizations

The Advisory Board must meet at least 4 times per year and advise the Department on rules and capitation rate methodologies, with authority to analyze economic and regulatory impacts on PACE organization sustainability

Any rules adopted by the Department without obtaining Advisory Board advice are null and void, except for emergency rules; the Department must provide written explanation if it declines to follow the board's recommendations

The Advisory Board has 90 days to provide advice on proposed rules; failure to respond within that timeframe constitutes approval
