Amends the Cannabis Regulation and Tax Act to create a new 50% fee waiver pathway for Social Equity Applicants who commit to opening their cannabis business in a Disproportionately Impacted Area

Requires qualifying applicants to hire at least 40% of all employees and contracted labor from residents or businesses headquartered in the Disproportionately Impacted Area where the business will operate

Establishes that breaking these commitments constitutes a violation of the Act

Existing fee waivers (for applicants with less than $750,000 income and no more than 2 other cannabis licenses) remain available, but applicants qualifying under both pathways must choose only one—waivers cannot be combined
