Prohibits condominium boards from restricting unit owner participation in meetings through arbitrary forum closures, selective muting, viewpoint-based exclusion, or other actions intended to suppress dissent, except when reasonably necessary to maintain order

Bans retaliation by board members, officers, or managing agents against unit owners for requesting records, attending meetings, filing complaints, or exercising other rights under the Condominium Property Act

Requires at least one board member from each condominium association to complete an approved training program covering fiduciary duties, ethical governance, record-keeping, and anti-retaliation obligations beginning January 1 following the effective date

Expands the Condominium and Common Interest Community Ombudsperson's role to receive complaints, review governance issues, request documentation, and refer matters for enforcement, though the office cannot adjudicate disputes, impose penalties, or award damages

Authorizes violations by licensed community association managers to be referred to the Department of Financial and Professional Regulation for enforcement, and allows the Ombudsperson to establish a voluntary low-cost mediation program for disputes
