Allows lawful permanent residents (green card holders) to be appointed as Illinois State Police officers, expanding eligibility beyond U.S. citizens only

Prohibits county sheriffs and municipal authorities from denying employment to permanent resident card holders solely based on non-citizenship status for deputy sheriff or special police positions

Provides a 6-month grace period for Illinois State Police officers and Department of Corrections officers whose permanent resident cards expire or become invalid to obtain a renewed or reissued card

Defines "person with proof of a permanent resident card" as a non-citizen lawfully accorded permanent U.S. residency status under immigration laws who holds a valid permanent resident card
