Imposes a $275 per acre Farmland Conversion Fee beginning January 1, 2027, on buyers or lessees who convert agricultural land to industrial, commercial, or residential development.

Creates the Farmland Conversion Fee Fund, requiring at least $10 million annually be distributed to soil and water conservation districts for operations, with $500,000 allocated for Department of Agriculture administration.

Exempts conversions for agricultural infrastructure, State agency projects, high-voltage transmission systems, conservation practices, wind and solar renewable energy projects, and personal farmer/landowner use.

Fund revenues may also support education and programs promoting healthy soil, clean water, and climate-smart agricultural practices, with amounts adjusted annually for inflation.

Establishes penalties for non-payment equal to three times the fee owed plus interest, with enforcement by the Attorney General and Department of Agriculture.
