Amends the State Commemorative Dates Act to require the Governor to annually designate the third Friday of September as POW/MIA Recognition Day by official proclamation, rather than having it automatically designated by statute.

Updates the definition of those honored to specifically include POWs who "have suffered captivity in foreign countries" and MIAs who "have been recognized as missing in action" while in active service.

Adds a new requirement that the Governor's proclamation request Illinois residents use some portion of the day for solemn contemplation on the plight of POWs and MIAs and their families seeking accounting for missing loved ones.

Takes effect immediately upon becoming law.
